The error message is misleading. You are most likely missing a grant on one of the SYS objects that is required.
ensure that the Repository owner has EXECUTE privs on the following objects:
sys.dbms_shared_pool
sys.dbms_pipe
sys.dbms_lock
sys.dbms_sql
