A user is a person using the database.  

By default, they pay for a user license for each machine with a database instance.  

There is another "Network" agreement available where you license the user once regardless of how many machines they connect to.  

There are user minimums according to the size of box you want to run on.  

For Workgroup server, you have to buy 5 users.  

For most other entry systems and "Enterprise" oracle, you buy at least 8.
