basic config.sys for 16 meg ram on Compaq 486?

Please help me with this relatively basic, but crucial question:

I installed Personal Oracle 7 and cannot start it -- it says I don't have enough memory.
My system:
Compaq Deskpro 66M (486)
Ram: 16 meg.
Hard Drive: 500 meg hard drive.
DOS: DOS 6.0 by Compaq.
Software: Windows 3.1, Personal Oracle 7 for Windows (needs 16 meg ram). Monitor: Compaq 1024 monitor running in SVGA mode (256 colors).

My problem is: Oracle will not start because I cannot get EMM386.EXE to work. I started up EMM386 using the config.sys file shown below.

DEVICE=C:\DOS\EMM386.EXE RAM X=D000-D07F FRAME=E000 VERBOSE OS=HIGH,UMB

DEVICEHIGH=C:\DOS\ANSI.SYS
LASTDRIVE=Z

I get the error messages on boot:  

invalid parameter specified.

XMS manager not available.

I found two different copies of EMS386.exe in my directories: one in C:\DOS and a newer one in C:\WINDOWS. I backed up the old one and copied the newer one into C:\DOS. I also tried removing all the parameters from the device line and still got an error. What should I do next?
