IMHO, Forms 4.5 (much improved over 4.0) is a better tools than PB 4. I guess it's a personal choice but I can tell you that one of our local clients has just dropped PB4 in favor of... Visual Basic! At the end of the day, with 4.5 you have a safe bet, pretty stable and works well with the other Oracle tools.
