In my experience, this is usually because you still have users logged into Oracle at the time you issued the shutdown command. A 'shutdown normal' will wait until all users are logged off. If you have had problems where users' sessions have terminated abnormally, for example through Powerbuilder, then the best thing is to perform a 'shutdown immediate'. All connections will be terminated by Oracle and the shutdown will complete.
