But don't forget to change autoexec.bat and win.ini on every client PC. And you need a copy of oracle.ini in your Windows directory. If you are using SQL*Net TCP/IP, you need vsl.ini and an entry in your services file.
Try to look at Apendix B in Oracle Forms for Windows Installation Guide 4.0.
