Net V1 problem in 7.1.6 ?

We are currently using rdbms 7.1.4.1.0 successfully with sqlnet V1 1.2.7.8.1 on a sequent (dynix/ptx 2.1.1), with PC clients running windows 3.1. As a preparation to upgrading to 7.1.6.2 we installed the 7.1.6 distribution without any apparent errors.
The problem is that the 7.1.6 sqlnet V1 does not seem to be acknowledging any connections from the PCs when using a sqlnet V1 connect string (such as t:machine:dbsid). The client receives the following error message:
ERROR: ORA-06136: NETTCP: error during connection handshake
SQLNet V1 will accept connections from itself (a loopback test) and the other sequent. I turned Net admin tracing on the sequent and attempted to connect via a client, but no information at all came out of the log file.
When I switch back to the 7.1.4 Net version, all is ok, and the clients can connect.
I also noticed that if when I first start up 7.1.6 Net V1 and connect via a sequent, any subsequent client connections succeed, but if the first connection is a client, the orasrv process dies.
Has anyone else had this problem? I have spoken to Oracle Response about it but they have not as yet responded with any definite information.
