I had a similar problem when I tried to install Personal Oracle on both my home and work PCs. From what I could decifer the 286 is the line number in the file NT.STP of the instruction that is having a problem. I solved my problem by renaming my ORACLE.INI file that I had from an old setup. This worked on both machines...
