Accessing ORACLE with C++ etc

hi there,
I'm trying to get hands on to ORACLE. I'm mostly interested in C or C++ programming with ORACLE. Have a few questions before I start off with those big fat books:
- What's the difference between OCI and ProC? Which one is more popular for people who write applications on ORACLE?
- Is that possible to access ORACLE from C++?
- Does ORACLE store any executables, e.g. stored procedures, canned queries etc?
