Oracle error.

I just installed Oracle 7 & developer on my workstation & then went to start it up. I get this Error "ORA-01157: cannot identify data file 1 - file not found ORA-01110 data file 1: D:\ORAWIN\DBS\wdbsys.ora." I then opened file manger and foound the file right where it was suppose to be. So now What?
