Okay, assuming you really want to know. MIB = Management Info. Base It's used with the SNMP (Simple Network Management Protocol) to query information about some network resource. A MIB tells what information can be acquired.

Yes, you do need a piece of software that interacts with the Oracle RDBMS and handles the SNMP requests. This comes with ver 7.2 of the database.
