 The "CREATE UNIQUE INDEX" command will work in v7; however, Oracle states in the Migration Guide:

    Because unique indexes might not be supported in future versions of     ORACLE, you should begin using UNIQUE or PRIMARY KEY integrity     constraints instead of unique indexes.
