Oracle 7/Q+E ODBC

I have a Novell Box running Oracle Server, and am trying to Use the Q+E ODBC "QEOR7" driver on a Windows for Workgroups workstation to Access the Database. When I use ReportSmith I generate a nettcp:unable to find network server error. A simple program I wrote to access that same "QEOR7" driver also generates this error. Does anyone know what the problem is?
