Found something in the Compuserve MSACCESS forum that might be what you are looking for. It is called DB-Scriptor, from Bunker Hill Software (SF, CA). It's also only $395, and I'll be ordering one myself soon...
It says it is an MS Access add-in that migrates most any destop DB to ORACLE7 servers. Also good for client-server apps with Windows GUI front-end and Oracle back-end.
