The short version of the story is that you used to have to buy the SQL*Net for TCP/IP or the SQL*Net for DECNET or the SQL*Net for SPX so Oracle decided to take the changable part of the code out of the basic SQL*Net piece and call it the Adapter. So now you get SQL*Net for Windows with the TCP/IP Adapter. All you need now are different adapters.
