John, the difference is in focus. Like what's the differetween a computer monitor and a TV set.
Powerbuilder focuses on buig apps (or application programs) for the Windows operating system (maybe others). Powerbuilder ca everything, and tries to up fro, especially handle screen windows.
Oracle focuses on database. Oracle is best form of data base called relational. Oracle organizes data into tables of rows and columes and talks to data (and you) with a language base called SQL. Oracle Forms opens screen windows into the oracle database tables. Oracle Forms show data on the screen, let you fill in blanks, store the data, et
Powerbuilder can do what Oracle does.
Oracle can do what Powerbuilder do.
