I ran into a problem last week while a user was going through the FROMS 4.0 tutorial (by Steve Edelstein). He was using the SCOTT account but for some reason could not access the the tables (EMP, ORD, etc.). I called ORACLE. They told me to execute CATALOG.SQL and CATPROC.SQL. After executing the two SQL files, everything worked. I asked if these were supposed to be executed automatically during the ORACLE installation/DB creation. (I found the CREATE file that was supposed to be executed and both CATALOG.SQL and CATPROC.SQL are in the file). He said yes, however, there were reports of VMS installations of ORACLE not executing these files during installation.
