I found out what caused the problem. It was *not* because I forgot to set the environ variable ORACLE_HOME. Somehow after the installation, the privileges for the oracle's directories such as rdbms, sqlplus, sqlforms, etc were all set to 700. I reset them to 755 and it works fine. I wonder what went wrong in the installation process. The install.log did give a clue...
