About floating point number in oracle...

Hi! Everyone, I am a real dummy in Oracle, I am starting on building tables. Would anyone please tell me what is the data type for floating point number within a CREATE TABLE delcaration? Also, what does it mean for NUMBER(4, 2)? Also, could anyone tell me when I am writing a ".pre_pc" file, what SQL local variable types should I use for the two types about? Thanks a lot in advance for all help!
