The only place I've found them is in a small Supplement:
PL/SQL Release 2.1 and Oracle Precompilers Release 1.6 Addendum
The synopsis is:
PRAGMA restrict_references(func_name, WNDS [,WNPS] [,RNDS] [,RNPS]);
where:

Anybody have a clue as to where all the PRAGMA definitions are? I've gone through the manuals and nobody at Oracle Education seems to know either. These would be most useful.
