PL/SQL is cross-platform- shouldnt have a problem porting WOW to NT or DOS.
Now the other tools are beyond the control of Oracle. Perl has been ported to NT, I'm not sure about OraPerl (the author isn't directly connected to the internet) but if you take a look at the source maybe it wouldn't be to hard to get it to work with NT Perl. ORAYWWW is dependent on Oraperl.
Now if you have a problem with the archive methods I suggest you take a look at the GNU tools. GNU tar and GNU gzip are both available on the net, and probably have been ported to NT/Dos.
Give Oracle a chance to break into this rapidly developing area. I'm sure they'll eventually support the non-unix (Metal supported) sites as well.
You have to admire the company for listening to customer requests and seeing the vast potential of supporting the Internet's newest Open System.
Who needs Forms? I got Mosaic and PGP!
