FORMS 3 upgrade to FORMS 4 capability

Hi,
I have access to FORMS 4 and I am wondering if it has the
capability to upgrade an ASCII based FORMS 3 form to a
FORMS 4 based graphical form. I can't find any of the
FORMS 4 books that came with it.
