ORA-0942: pc sql*net v2 connecting to 7.0.13 gives error

have a PC connecting to a SUN 4.1.3, ORACLE 7.0.13 with the latest tools from ORACLE and GUPTA. connecting with both ORACLE and GUPTA gives the ORA-00942: table or view does not exist.
now, we can make a connection. we can make a table with Quest. yet, we get the 942 error message and we can't view the table.
is this kind of thing a known problem? any workarounds for 7.0.13? does 7.1 have system views and tables that must be emulated in 7.0.13?
