The cost base optimizer has gotten a lot of bad press...
I have not done a lot of extensive testing but I believe it will perform better than the rule based optimizer for most adhoc queries.
However, I think a trained programmer who knows the application and the environment can do better than either optimizer.
The nice thing about V7 is that the 'hints' allow the programmer to take direct control of the execution plan. I don't have to play with the syntax any more.
