SQL*Net v2 - LOCAL parameter???

This question has probably been answered a million times but I went through all the postings I could get to and couldn't find an answer.
In SQL*Net V1 I have LOCAL parameters set up so that the user doesn't have to type in anything in the connect box. We only have one server to connect to.
I am loading SQL*Net v2 on a test PC and everything seems fine except that I can't find anywhere that you specify something like a LOCAL parameter. How do you do it?
