Error of STANDARD package not accessible

   When I start up SQL*Plus I get :

ERROR:
ORA-06553: PLS-213: package STANDARD not accessible

We have the PL/SQL option on our Oracle 7.1.3 instance running on an HP 9000/755 with HP-UX 9.04. The error manual tells me to "make sure that library unit STANDARD is available in the current ORACLE database, then retry the operation." Okay, so how do you do that ?
