There is no externally-apparent architectural difference between OS/2, OSF/1, or, for that matter, any other implementation of Oracle's RDBMS between platforms. The only differences that affects you is the operating system specific portions (e.g., specifying tablespace filenames, backup, protocol stacks available, performance...)
Yes, it is available.
Features: a parallel option is not available for OS/2 (as far as I know -- I don't think it would make any sense anyway.)
Performance: On the Intel platforms, expect a well-tuned OS/2 machine to perform comparably (and slightly better than) a UNIX machine on the same hardware.
Support: When calling Oracle, you will typically be speaking to a different group, especially for operating system specific support.
