Is it possible to import a VMS tape export under Solaris

We are trying to import VMS tape exports of a large oracle database onto the Sun.
I receive IMP-00021: operatings system error - error code (dec2, hex 0x2) error message as it tries to read the tape in.
I've tried a reverse of dd and mknod thread regarding exports to tape, with out any luck (same error message).
We have used exports to tape for restores successfully under VMS for several years now. I thought that export and import were compatible across all platforms regardless, as VMS cannot read tapes created by export.
Any help is greatly appreciated.
