Retrieving data into DCL

A fellow at my site here wishes to invoke some procedure or command from DCL that will go out to our employee table in Oracle and select information (like departnment and phone number, for example) from the employee table based on social security number or name or whatever. This procedure or command will then return the information back to the DCL procedure.

How would we go about creating such a procedure or command? And how do we get into the return information to our DCL procedure (we're using a VAX VMS, obviously).
