Yes, Oracle is working on an SNMP MIB. I believe there is someone that you can contact at Oracle that might put you on their beta test plan. If you read the press, this development is the combined effort of most of the major DBMS vendors and SNMP vendors. The other DBMS vendors will be delivering their own MIB. Be aware that these MIBs are for monitoring ONLY. They are not for administration. If you have such a requirement, you will still need to look at products like EcoTools & BMC/Patrol.
