On perusal of my article, I found this mistake and also the article bit caustic.
It should read "ORACLE optimizer" instead of "ORACLE".
I sincerely regret the caustic remarks in the article which are unwarranted but still the essence of the article holds that ORACLE optimizer should choose index scan in the case I am presenting.
