You need an Oracle product called SQL*VDM in order to get WIN-OS/2 apps to talk through to the OS/2 SPX stack. This is a seperate product from Oracle. For some reason, Oracle has chosen not to include it in their server bundles which include DOS/Windows/OS/2 SPX SQL*Net drivers.

Even though you will be running MSWindows apps under OS/2, the network support (such as SQL*Net) is comming from OS/2 via a virtual DOS machine - hence the need for a layer of software to bridge between the Windows and OS/2.
