You need more than an ORACLE account to gain access to CASE. The DBA must:

  1. Execute ORACLE Menu and enroll the user in a role (CDICT or CMAN or other), and security rights.
  2. The CASE owner must enroll the user using CASE Dictionary Management optins (sorry, I can't remember this option off the top of my head, but its obvious when you see it listed, it something like "Add Users").
  3. The application owner must grant the user access to the application.

I would bet the DBA has not ran Menu yet, and this is generating the error message.
