Yes, Oracle*Alert is a seperately purchased product.

The Oracle*Alert set of tables are stored along with the application object library tables. Since Oracle*Alert has event alerts which are activated when the user commits in a form, a little bit of alert functionnality is included in all the forms of all the modules. Therefore there is a minimun set of tables that need to always be there no matter what modules you purchase in order for the forms to work properly. But when it is only shared, it is not functional. Oracle*Alert is always at least installed as shared and if you purchase it, then the rest of the tables get installed by autoinstall.
