Access/ODBC/Oracle Outer Join

I am having a problem with outer joins in Access/ODBC/Oracle. They are frequently ignored. If I look at SQLOUT.TXT, I see that the outer join specification is missing from the generated SQL statement, even though it is there in the Access SQL view.
I reported the problem to Microsoft. They claim the problem is with Oracle's ODBC driver. Apparently the SQLOUT.TXT file is the output FROM the ODBC driver, not the input TO.
As far as I know, the 1.10 version of the Oracle ODBC driver is the most recent one (we can't afford CompuServe).
Is there a newer one? Does anyone know if Oracle is putting any effort to creating an industrial strength ODBC driver?
