Yes !!!!
This is a known problem with this distribution. The persmission on one of the files (the above mentioned one) on the CD is such that it is not world readble. You need to ask Oracle for the official way around this problem or just hand install it. (The official way aroud is to figure out what group can read it and change to that group on the install :-) ).
Don't you love companies that know there is a problem with the distribution but ship it anyways.
