So I will.
Oracle7 for Windows will run on Windows 3.1, 3.11 and Chicago (4.0), as it
is based on Win32s. I don't know whether Chicago is officially supported,
as it is pre-beta (I mean Chicago), but technically it does run.
Oracle7 for Windows will (almost) surely become available long before Chicago does unless Bill does some magic and starts shipping production Chicago before the end of this year.
