The latest version of dBase: Dbase V for Windows has SQL connectivity. Whey querying a SQL database DBVW will automatically translate dBase syntax into SQL. So assuming you have the required connectivity (SQL*Net?) you should be able to do a query on Oracle and populate your dBase files with the results.
Caveat: All I know about this is what I read in a First Looks article in the press about dBase V for Windows.
