Convert Forms 3 to 4 loses references

I'm trying to convert a Forms 3 form to Forms 4. The form references blocks, triggers and procedures in other forms which I have stored in database.
When I use the Forms 4 conversion utility, an fmb and an fmx are created. However, the referenced objects don't appear to be maintained in the Forms 4 fmb. I have to re-reference them.
How come an fmx could be generated? Does anyone know what is going on here. How can I maintain these references?
