Off course you can do it:
alter table B add Constraint fk_tableB FOREIGN KEY (part1,part2)
REFERENCES tableA (part1,part2);
And if you want you can force a DELETE CASCADE:
alter table B add Constraint fk_tableB FOREIGN KEY (part1,part2)
REFERENCES tableA (part1,part2) ON DELETE CASCADE;
