Usually, when you see this, either a SHUTDOWN IMMEDIATE or a SHUTDOWN ABORT have been performed at some point before this.
A SHUTDOWN NORMAL will wait for all Oracle connections to disconnect before shutting down.
However, if you do a SHUTDOWN IMMEDIATE, existing Oracle Connections are disconnected and rolled back, usually without being notified.
What you are seeing is those existing connections trying to access an Oracle instance that no longer exists because it has been shutdown. You will see this even if Oracle has been restarted since.
