We got by just fine with a mix of 12 meg and 20 meg 486 boxes, in the 33 to 50 MHz range. No local disk access at all -- everything was on our fileserver, a modest 486 with some 1-gig SCSI drives.
Of course, it was Ethernet, which helps. If it had been 4-mb Token Ring (like the rest of the shop was using at the time) then I'd agree with your assessment about putting things on fast local disks. ;-)
