Windows behaviour during query

This is a generic question about how the Windows environment behaves when doing a query that takes a long time from either Access(ODBC) or SQL*Plus.
Some of the windows TCP/IP software I run will allow me to access other Windows applications while they run(ie. a background FTP) - Access and SQL*Plus don't. Is this just the way they're implemented? Both appear to wait for the query response, which in some cases can be several minutes. Is there a method in the MS windows environment that allows the user to get control back, short of rebooting the PC or terminating the application.
The software loaded is SQL*Net 1.1.7.8, SQL*Plus 3.1.1.9.3 and Access 1.1. Received on Wed Apr 27 1994 - 01:08:02 CEST
