long waiting for response

Working under Oracle Rev. 7.0.13 I've got some trouble on executing simple statements. Example: creating a table sometimes works fine, sometimes is lagging (?) and won't stop.

A closer look with 'monitor sessions' shows, that this session with the SELECT-, DROP- or any statement can't finish.

What the reason could be?

I tried with increasing 'processes', tried to change the profile - no effects. If one of this sessions is hanging, any selection operation fails!
