Please Help Get Into DOS Forms/Rep Writer

I'm having some problems with Forms/Report Writer: Here is my config.  Using Oracle DBMS V6.0.36.1.0
 Forms V3.0.16.11.3
 Report Writer V1.1.14.6.1
 on a DECpc 433 Workstation.
I having trouble getting into Forms. When I type the command to enter Forms, the initial screen of Forms appears with the "All Rights Reserved" "Oracle Corporation" etc., but a set of garbage characters appears. As you type something in, the screen gets tied up and then you need to reboot to get out of this.

the same type of thing happens in Report Writer. The initial screen shows up but when you type in the username and password, it seems that the ASCII(??) charaters of the typed-in letter shows up on the screen. Also, when I queried the Help screen, I got the following information:

 ERROR: ORACLE not available

 CAUSE: ORACLE appears to not have been initialized. Possible causes

  • the SGA requires more space than was allocated for it.
    • ORACLE is linked non-share.

 ACTION: Try again after ORACLE has been initialized. If ORACLE has   been initialized, verify that ORACLE has been linked   correctly. See that there are no shared vs. non-shared   discrepencies and that the installation procedures were   carried out correctly.

I found this to be odd since ORACLE was already initialized. I also received the following ERROR message:
  ERROR during CONNECT - 1034.
