I had the same problem and came to the same conclusion. However, I only got it when working with a 386 and 4Mb. Since I got my 486 with 16Mb I seem to have outfaced the bug. It seemed to be related to the number of times I generated (but possibly it was to do with the size of the form). My forms are usually about 120k and I was parsimonious with my generating time on the 386 because it took so long. It would be interesting to know what your form sizes are and how often you generate.
BTW neither I nor Oracle tech support had an answer to this other than adopting routines that help you to live with it.
