For the same reason you can't run Oracle's DOS products in an OS/2 Dos Box or in a Windows' enhanced-mode Dos Box, you cannot run any protected-mode Oracle Tools or the RDBMS while running Windows NT. The root incompatibility is that SQLPME [the Oracle DOS extender] is not DPMI compliant, and therefore can't run on a system that supports DPMI.
