Oracle User Define Lock package alternative ?

Dear netters,
Is there a UNIX package (commercial or public domain) out there which
can handle locking machinisium as the UNIX fcntl(fd, F_GETLK,..) and
fcntl(fd, F_SETLK,...) ?
The purpose for this package is to replace the ORACLE user defined lock
package.
