Need Oracle contact in international development

A friend has developed a sophisticated search engine for text queries in Arabic. Her company's exhibit in an international trade show last October resulted in a sale of a non-exclusive license to Microsoft for another product (an Arabic spelling checker morphological/syntactic word analyzer).

She's now interested in contacting someone in international development at Oracle to explore a possible similar relationship for a second product, a text search engine. This tool is able to analyze simple text queries, so as to match all occurrences of word variants that share the same root and "meaning", or just meaning. To that end, she uses the morphological/syntactic word anlyzer, together with a "concept" lexicon.

I'd appreciate any pointers that I can pass on to her, or suggestions of an alternative forum on which to post this query.
