Non-Portability of .frm files

Has anybody out there looked into WHY .frm files are nonportable across platforms?
I had always assumed that the .frm was just some sort of optimized data file for runform. That of course is not exactly true of the format is not standard across all Operating Systems.
Is the .frm some sort of pseudo-executable that is chained by runform after some setup?
